In the preparation of the legal incense and the herbal potpourri, fixative refers to those ingredients which have the ability of holding and keeping the scent.  Without the fixatives, the scent of your potpourri can quickly fade within a matter of few days after its preparation.  Most of the fixatives are available in the form of powder.  Most of them have their scent; you need to take this in to consideration when you are blending.  Some of these fixatives include

ORRIS ROOT: 

Also referred to as the Iris pallida or Iris germanica, Garden Iris, Fleur-de-lis, Bearded Iris and Purple Flag amongst many other names, this plant is known for its beautiful blooms. You need to dry it   so as at make it palatable.  The drying also has the effect of concentrating its aromatic essential oils.

SANDALWOOD:

 This refers to those fragrant woods from the trees within the Santalum genus.  Unlike most other romantic woods, the sandal wood is capable of retaining its fragrance for very many years.  The wood also has very high quantity of the essential oils.

BALSAM:

 This is a gummy and oily olesorin which has high content of the cinnamic acid or benzoic acid.  The benzoic acid is commonly used as a preservative in most foods. It will preserve your potpourri for many years.
